Passenger transportation as a Common Carrier over Irregular Routes, providing service in the Cities of Colonial Heights, Hopewell, Petersburg, and Richmond, Virginia, and the Counties of Chesterfield, Dinwiddie, Henrico, and Prince George, Virginia and; 2. The transportation of Medicaid recipients throughout the Commonwealth of Virginia as a Non-Emergency Medical Transportation Carrier as defined in Section 46.2-2000 et seq. of the Code of Virginia.
